The U.S. Securities and Exchange Commission on Wednesday voted to adopt new rules that will require most publicly traded companies to disclose climate-related risks in their registration statements and annual reports. The rule proposal was first made in March 2022, but the SEC extended the public comment period several times. He noted the SEC has continuously updated its disclosure requirements over the years, including those related to environmental risks. SEC staff members have noted that nearly 40% of publicly traded companies already disclose information about climate-related risk in their annual reports, but there is no common reporting framework. Optimism about the economy spiked among US CEOs to start the yearBusiness Roundtable's quarterly CEO sentiment report jumped by 11 points in the first quarter. The report also showed CEOs expect hiring, capital investment, and sales to all increase in the coming six months. The changes to 1977 Community Reinvestment Act (CRA) regulations draw a line under a contentious multiyear effort that was delayed amid fierce lobbying by community groups and lenders, as well as by a change of presidential administrations. Conceived to prevent red lining, CRA regulations are central to banks' overall supervisory performance. Historically, CRA grades focused on how well banks serviced low-income communities where banks have branches. Banks on Tuesday said they supported fair lending but flagged concerns with the final rule.

But why should creating more manufacturing jobs be a policy goal? A large part of the answer is the widespread perception that manufacturing jobs are good jobs — jobs that pay well and come with good benefits. Manufacturing jobs aren’t inherently better than jobs in other sectors. True, there was a long period — basically from Franklin Roosevelt to Ronald Reagan — when manufacturing jobs were, in fact, good jobs. But those relatively high wages in manufacturing didn’t just happen: They were negotiated by unions, which were much more powerful in manufacturing than in the rest of the economy.
